- When tragedy strikes New York City on September 11, the task of holding the city together falls to the controversial outgoing mayor, Rudolf Giuliani (James Woods). Although, his reputation is battered by personal scandal, political controversy, and a battle with cancer, the stunning demands of the Twin Towers tragedy transform him into a pillar of strength for a disheartened world.
