The economy was far from stable. By the end of Eisenhower’s tenure and Kennedy’s administration, economic growth was at its lowest ebb. American industry responded to the task of rejuvenating productivity through automation and innovative recycling techniques. Eventually, this created an avalanche of jobs for white-collar workers. By 1961, there was a 65% rise of skilled workers; this, however, did nothing for the semi-skilled and unskilled sectors and employment rates fell steadily.
Various efforts by the Government included the Manpower Training Bill and the Area Redevelopment Act, but the fruits were long in coming. In the meantime, American families without breadwinners of special technical orientation had to turn to precisely the economic parameters outlined in the American Cultural History ! ! - War against Poverty DVD from A2ZCDS. Though matters improved from 1962 (around the time these film clips were produced) there still remained a ‘chronic’ sector that did not seem to be able to assimilate the emerging national prosperity into its own existence.
