Two mischievous boys, Tiger Wong (Meng Yuen Man) and Stone Dragon, (Meng Hoi) discover that their townspeople are being sold as slave labourers to Indonesia by a group of bandits headed by a man named Lu. The boys are forced to kill one of the Four Snakes, Lu's deadly lackeys and in retaliation Lu uses his deadly Hell'z Windstaff - a highly evolved form of staff fighting never known to have been defeated - to kill Dragon's father and Kung fu teacher. The boys seek refuge with the master of Dragon, Shek Pun Lat who teaches them White Dragon Fists and Paddle Staff to combat not only Lu's Hell'z Windstaff but his Sky Eagle Claws as well!
