The film tells the story of Imperial Russia's intervention in the Bulgarian uprising against the Ottoman Empire in the late 19th Century and how they contributed to the "liberation" of the Balkans. And since the subject involves the Tsarist government and not its successor, the Soviets, the film subtly hints at Russia's real designs in the Balkans, which had a lot less to do with "fraternal assistance" than it did with a power grab. The western European powers are portrayed exactly as you would suspect them to be in a film released shortly after Stalin's death and very much at the height of the Cold War.
