Hector Carpa (Darren Foy) is a Peruvian attending NYU and hoping to spread the word about the widespread pain and suffering caused by Peruvian president Fujimori's so called 'reforms'. CIA agent Bruce Nelson (Bentley Mitchum), posing as a journalist, gets close to Hector, using hi-tech, hidden surveillance gear to record Hector's conversations and comings and goings. When Hector returns to his country to take a more active role in the rebel organisation, he's arrested and tried, the tapes Bruce recorded for the CIA used as evidence to send him to prison for life. Hector's finacee Helen, worried that she's unable to contact him, goes to Peru with Bruce tagging along. They visit the police for information but get nowhere. Similarly, Hector's parents are of no help. Alone, Bruce visits Jeff (Christopher Atkins), a CIA operative, working out of the American Embassy. Bruce's goal is to use Helen to expose the rebels whereabouts. The CIA believe there's a connection between them and drug cartels. Several weeks later, the rebels take control of the Japanese Embassy during a lavish function attended by 500-600 diplomats and Peruvian government officials. When the media arrives, Victor demands that Fujimore release all political prisoners being held in the country, else lie'll begin killing hostages. - Actors:
