In Horlpur, lived a widow with her two sons, Gunga and Jamuna. One day, Gunga finds an empty jewel box outside the zamlndar's house. Gunga's innocent act of taking the jewel box leads to his mother being accused of theft. The humiliation of the false accusation is too much for the self respecting woman. Eventually, Gunga takes up a job and works hard to provide for his brother's education. Gunga also happens to fall In love with Dhanno. Jumna, meanwhile, finds a silent worshiper in Kamla, the zamindar's daughter. One day, Harlram, the brother-in-law of the zamlndar, tries to force himself on Dhanno. But she is rescued in time by Gunga. Harlram implicates Gunga in false charges and sends him to jail. Jumna Is forced to give up studies for livelihood. Upon his release from jail Gunga realizes the misery of his brother and is deeply pained. He decides to become an outlaw. Dhanno now joins Gunga and they get married. On realizing that he is becoming a father, he decides to give up his illegal life. He goes to surrender to his brother Jumna who is a police officer now. Gunga and Dhanno surrender themselves. Later, in a raid, dacolts try to take them away from the prison, but Gunga refuses to go with them. Dhanno is dangerously wounded and succumbs to her Injuries. In the death of Dhanno, Gunga sees the end of his world. He kills Harlram, sets fire to his house and wants to destroy everything. This is the moment of reckoning for Gunga.... this is the moment of decision for Jumna.
