Some militants try to kidnap Anita (Reema Sen) in New Zealand, but Major Kaul (Amrish Puri) and his army foil this attempt. All the militants are killed and Anita is saved. Major Kaul comes to Shimla for his daughter's wedding. His son Ajay (Sunny Deol) and Neha (Tabbu), who is a teacher by profession, are in love. Major Kaul wants Ajay to work with him, but Ajay does not want to leave Shimla and Neha. Ajay knows that Neha is a widow, but he does not mind it. After a prolonged refusal, Neha's father-in-law (Anupam Kher), agrees for this marriage. Neha is kidnapped by the same militants and their leader (Mukesh Rishi) wants Ajay to go to New Zealand and kidnap Anita and give her to them and in return they will free Neha. Blind in love, Ajay goes to New Zealand. Major Kaul is happy to receive his son and happier to know that his son now will work with him. Anita falls in love with Ajay. Ajay is not interested in Anita, but remembers Neha all the time and waits for an opportunity to kidnap Anita. The opportunity comes in the form of Anita's father. He comes to New Zealand with a young man and wants Anita to marry. Anita requests Ajay to take her away to India. They both run away. Colonel Khan, who had his own doubts about Ajay, confronts them. A fight ensues. Ajay beats up Khan and runs away with Anita. They come to India where Ajay hands over Anita to the militants and wants Neha back. He is cheated by the militants, beaten and thrown down in the river. Now the militants want their leader (Ashish Vidyarthi) to be released by the Government of India in exchange of Anita or they will kill her. The Government refuses to surrender. Now Ajay is worried for the life of Anita too. Will he be able to save Neha and Anita? What about the crime he did?
