- In this outrageous, off-the-wall romantic comedy, Judge Reinhold plays Joe Gower, a zany librarian who winds up impersonating a cop as a favour for his friend in the New York City Police Department. But the masquerade goes hilariously awry when Joe falls in love with one of the "New York's Finest", beautiful policewoman Rachel Wareham (Meg Tilly).
