Topper Harley (Charlie Sheen) is living in a Buddhist temple, his incompetent ex-commander (Lloyd Bridges) is in the White House, and a bunch of U.S. hostages in the Mid-East need rescuing! Topper's the only man for the job, but he's too hung-up on his ex-girlfriend (Valeria Goiino) to deux it - until a beautiful CIA agent coaxes him back in the saddle.
