There are three things that soldier Ray Elwood loves about being stationed in Germany: his Mercedes Benz, no speed limit on the Autobahn, and a black market for anything he can get his hands on. By day, he works on a US army base as a clerk to incompetent. Cmmander Wallace Berman (Ed Harris, A Beautiful Mind), but by night he relieves his boredom with black market dealing and selling drugs to his fellow soldiers. He may be trained in arms, but he is dealing in everything!
When a new Sergeant (Scott Glenn, Training Day) arrives to clean up the base, Elwood thinks it is nothing he can't handle, especially when he sets eyes on the Sergeant's daughter (Anna Paquin, X-Men). However, as things begin to spiral out of control, Elwood finds himself out of his depth.
