When veteran Green Beret Major Carver (Lee Majors) is murdered in cold blood by an international drug gang controlled by Goram (Louis Mandylor), his old special forces comrades Burton (Nick Moran), Peck (Ian Ogilvy), Woody (Billy Murray) and Harris (Paul Barber) band together to seek retribution. They discover that the gang has been threatening Carver's daughter Judy (Patsy Kensit) and so, aided by the enigmatic Sanchez (Danny Trejo) and with the police (Jeanine Nerissa Sothcott) hot on their trail, they dispense their own brand of justice on the mean streets of London, launching a guerrilla campaign to bring down Goram's criminal empire.
